The concept of a framework becomes much more clear once you have a solid grasp on the fundamentals.

For example, you can play music in a major key framework. The music can consist of chords, leads, fills, multiple sections, etc. The overall sound that is produced will have a happy sound to it.

Alternatively, you can play music in a minor key framework. Again, the music can consist of chords, leads, fills, multiple sections, etc. The overall sound that is produced when playing in a minor framework will have a sad sound to it.

Regardless of whether you are playing in a major key or a minor key framework, you still have all of the same notes and chords available to you. The primary difference is the chord that you treat as the tonal center. This is all FUNDAMENTAL STUFF that is thoroughly explained in tier 1.

In addition to major (aka. "Ionian") and minor (aka. "Aeolian") frameworks, you also have other potential tonal centers for which music can be played in, and that is precisely what tier 2 is about!
